The importance of understanding the "Intent" behind actions

I have been reading the new James Bond novel "Carte Blanche" written by Geoffrey Deaver. Bond talks frequently about the importance of determining the enemies intent as the key to understanding and anticipating their actions.

It is easy to forget because it appears so obvious that this is vitally important in business communications too - how often do you ask yourself what is the partner or customer or colleagues intent behind their actions? Even better if you can find an effective way to ask them!
